It won't be very long before not only expatriates give up citizenship, but rather we start seeing an outward migration of US citizens fleeing taxation. Sounds a lot like what drove a large number of people to the USA in the first place. Hmmm, how are things in Bolivia? When will we no longer be allowed to leave?
